keeping the working man down

I've just been looking on the, ever informative, BBC news website and found this article.
It's a heat ray gun. I thought it was some sort of joke, but apparently not. God knows how much money has been poured into this, It's designed to use for crowd control in riot situations. It dosen't make you burst into flames or melt your face or anything so dramatic, it gives you an intense blast of heat from the microwaves that come from it.
Isn't pepper spray, water cannons, trunchons and rubber bullets enough for these guys?
I was going to make some sort of profound political point here, but I really don't think there is any need.
